안녕하십니까?

지속되는 장마와 호우의 피해, 무더위와 쉽게 출구를 찾지 못하고 있는 코로나19(COVID-19)의 상황에서 많은 노력을 기울이고 계시는 모든 분께 감사의 말씀을 드립니다.

갑작스럽게 발생하여 전세계적인 대혼란을 가지고 온 신종 코로나 바이러스 감염증(COVID-19)으로 인한 사회적 여건의 변화는 우선 일상의 많은 변화를 요구하고 있습니다. 그리고 이것은 일상뿐 아니라 많은 사회적 활동에도 직접적인 영향을 주고 있습니다.  다행히 대한민국은 정부와 관계기관의 적극적인 대처와 성숙한 국민의 협조로 상황의 악화가 늦추어지고 점진적인 개선의 희망이 보이기도 합니다.  하지만 그럼에도 우리 활동에서 많은 부분이 근본적인 변화를 요구받고 있습니다. 

국내에서의 치평원의 활동에도 다소 제약이 있으나 아직은 큰 틀의 변화없이 순조롭게 진행을 하고 있습니다. 지난 2019년 강릉, 경희, 조선대 3개교에 이어 2020년 단국, 부산, 서울,전남, 전북 5개교의 평가인증을 진행하고 있습니다. 그리고 2019년 교육부의 인증기관 지정 심의를 성공적으로 통과하여  5년의 치의학교육 평가인증기관 재지정을 받았습니다. 

하지만 지난해 동남아시아의 SEAADE, 태평양지구의 ADEAP, 영국의 GDC, 유럽의 ADEE 등과의 공식교류를 통해 2020년 공동 사업을 위해 수립한 계획이 대부분 중단되고, 국제적인 대면 회의가 불가능한 상황에 이르는 등 많은 대외활동이 위축된 영향은 적지 않습니다. 치평원도 상황에 따라 대면 회의와 비대면 회의를 병행하여 진행하고 있으며, 앞으로 업무에서 직접적인 만남이 줄어들 수밖에 없을 것으로 예상합니다. 

저는 사회적 거리 두기를 포함한 현재의 상황이 단지 일시적인 긴급 사태라고 보지는 않습니다. 많은 전문가들이 앞으로 우리의 미래가 다른 모습으로 바뀔 수밖에 없을 것이라는 전망을 내놓고 있습니다.  우리가 앞으로 맞이할 새로운 세계는 갑작스러운 전염병에 대한 임시적인 대응을 넘어 새로운 질병과 그 질병에 의해 변화해야 하는 우리 사회 전반의 변화일 것입니다. 사람과의 관계에 대한 새로운 시각을 요구받고 있습니다. 현재의 코로나 바이러스 감염증 같은 질병에 대해 치과의사에게 직접적으로 요구되는 역할은 크지 않을지도 모릅니다. 하지만 우리는 새로운 팬데믹의 세계에서 치과의사를 포함하는 의료인의 역할에 대해 다시 논의해야 하며 그 인력 양성과정의 변화를 예측하고 이것에 걸맞은 변화를 준비해야 할 것입니다.

현재 대부분의 교육기관에서 비대면의 형태로 교육을 진행되고 있으며, 이와 같은 방식이 사람들의 접촉을 줄이는 데는 효과적이었지만, 실제 교육의 성과가 적절한지를 확인하고 있지는 못합니다.아직은 교육의 성과를 확인하는 방안들이 제시되지 못하고 있으며, 겉보기에는 투입 위주의 교육형태로 회귀한 것처럼도사실 이렇게 크게 변화한 교육환경에서 교육성과를 보장하기 위해서는 개별 교육기관과 치평원의 노력이 필요합니다. 

앞으로 치평원은 일시적이 아닌 새로운 질서에 적합한 형태의 치의학교육과 그 성과를 목표로 해서 새롭게 준비할 것입니다. 비대면은 다른 관점에서 보면  접촉을 통해 발생할 수 있는 오해를 줄이고 교육과정의 핵심에 보다 정량적, 객관적으로 접근하는 기회가 될 수도 있기 때문입니다. 역설적으로 우리 치평원의 교육에 대한 평가활동이 보다 핵심에 가까워질 수도 있다고 생각합니다. 물론 이를 위해서는  엄청난 노력이 필요합니다.  

교육과정의 새로운 변화가 지금까지 우리 한국치의학교육평가원과 많은 교육자들이 준비해온 새로운 치과의료인력 양성 프로그램의 방향에서 멀어지는 것은 아니라고 생각합니다 . 우리는 그동안 지속적으로 요구되어온 양질의 구강진료 혜택을 국민에게 제공하고, 일정 수준의 진료능력을 갖춘 신규 치과의사의 양성을 이루기 위한 새로운 교육제도의 적정화를 통해  치과의사로서의 직무를 수행하는데 요구되는 기본적 능력을 갖출 수 있도록 하는 것을 목표로 많은 노력을 기울여 왔습니다.  앞으로 전 세계에 걸쳐 치과의사를 포함하는 의료인력의 양성과정과 그 평가에 대한 새로운 요구들이 나올 것이라고 생각합니다. 그렇게 요구되는 치과의사의 모습에 대한 그림은 단순히 질병의 피해자가 아닌 적극적인 방어자로서의 역할이 되어야 합니다. 새로운 교육의 형태를 구성하고, ?평가하기 위한 노력을 통해 치의학교육과정에서 새로운 틀을 만드는 데는 여러분의 적극적인 참여가 필요합니다.

위기를 기회로 바꾸기 위한 노력에 많은 분의 참여를 부탁드립니다. 이를 통해 미래의 치과의사에 대한 새로운 그림을 함께 그리기를 희망합니다.

I hope this message finds you in good health and spirit.

Firstly, I would like to thank everyone for your hard work in the current Coronavirus (COVID-19) crisis, torrential rains, and a heatwave. 

The sudden outbreak of COVID-19, which led to global chaos, calls for many changes in our daily lives. These changes not only restrict our personal lives but also directly affect various public activities. The Republic of Korea offers us hope for gradual improvement thanks to the active response from the government and other related organizations and cooperation from mature citizens. Still, fundamental changes are now being asked in our days. 

Although there are some limits and restrictions on the activities of KIDEE in Korea, our work is progressing smoothly without any major changes. In 2019, three schools (Gangneung, Kyunghee, and Chosun University) were evaluated, and five school (Dankook, Pusan, Seoul, Jeonnam, and Jeonbuk University) are now being evaluated. After successfully passing the ministry review in 2019, we were re-designated as a certified institution of dental education and evaluation for the next five years. 

Unfortunately, many international activities are inevitably adjourned. Most of our joint project plans with the South East Asia Association for Dental Education(SEAADE), Association for Dental Education, Asia Pacific(ADEAP), General Dental Council(GDC) in the UK, Association for Dental Education in Europe(ADEE) are unable to execute. Also, an international face-to-face meeting is almost impossible. KIDEE is also dealing with this current change by conducting an online conference in parallel with the original system. We have no choice but to expect a decrease in face-to-face meetings. 

The current situation, including social distinctions, is not just a temporary emergency. Many experts predict that our future will be irrevocably changed after the COVID-19 pandemic. The new world that we are about to face will require a change in all areas of our society by new diseases. In other words, it requires a shift beyond a transient response to sudden epidemics. First and Foremost, a new perspective on relationships is needed. For now, COVID-19 may not directly affect the role of dentists. However, it is time for us to revisit the role of health care providers, including dentists. Moreover, we have to anticipate changes in the education process.

Now, most institutions provide education in un-tact form, which has been effective in reducing face-to-face meetings, but it is difficult to ensure the actual outcomes, including the adequacy of education. There are no certain ways to confirm the performance of education yet, and by some measures, it seems to be returned to an old, input-oriented education system. In this situation, individual educational institutions and KIDEE have to work harder to ensure the performance.

From now on, KIDEE will prepare a new set of dental education suitable for a new order, not a temporary one. From a different perspective, an un-tact education system can be an opportunity to reduce misunderstandings which may occur in face-to-face situations. Moreover, un-tact can be an opportunity to approach the core of the curriculum more quantitatively and objectively. Therefore, Paradoxically, KIDEE's evaluation activities can get closer to the pint. Of course, it will take a lot of effort.

The upcoming changes will not estrange us from the direction of the new dental training program. KIDEE and many other educators have made great efforts to provide the people with high-quality dental care benefits and to train dentists with higher levels of medical proficiency. Shortly, there will be new demands for the training process and evaluation of medical personnel, including dentists. In the near future, the dentists must act as active protectors of people, not just as victims of the disease. To construct a new education system and evaluate the students, KIDEE needs your active participation. 

Again, we ask for your participation in the effort to turn this crisis into an opportunity. Let's look forward to the future of dentist with confidence.
